USB joypad help

Hi I have an usb joypad and it's latest driver http://www.computing.net The problem is it only works if I unplug it and plug it again. When my windows xp sp2 boots it does not recognize it and says "Unknown Device" in the Device Manager. I could live with this but recently Windows doesn't recognize it at all even if I unplug it and plug it again. I have a 7AJA2 chaintech motherboard with ubs 1.1.
I thought that the problem is with my 1.1 usb so I bought a PCI/USB2 card. But it didn't solve my problem.
Please if you know a way to help me please do cause this problem have been giving me a headache for a month.

No such option in my bios. My chipset is VIA KT133A. My cable modem is connected through USB and Windows recognize it perfectly when it boots and when I unplug and plug it. So I think there is nothing wrong with my plug and play setting. I tired to disable the OnChip USB in my BIOS so that I can only work from PCI/USB2 , but it didn't work .
