USB joypad help

Hi
I have an usb joypad and it's latest driver
http://www.computing.net
The problem is it only works if I unplug it and plug it again. When my windows xp sp2 boots it does not recognize it and says "Unknown Device" in the Device Manager.
I could live with this but recently Windows doesn't recognize it at all even if I unplug it and plug it again.
I have a 7AJA2 chaintech motherboard with ubs 1.1.

I thought that the problem is with my 1.1 usb so I bought a PCI/USB2 card. But it didn't solve my problem.

Please if you know a way to help me please do cause this problem have been giving me a headache for a month.

I forgot to say that I tested the joypad on other computers and it works perfecty

check the bios for Plug and Play OS setting

No such option in my bios.
My chipset is VIA KT133A.
My cable modem is connected through USB and Windows recognize it perfectly when it boots and when I unplug and plug it. So I think there is nothing wrong with my plug and play setting.
I tired to disable the OnChip USB in my BIOS so that I can only work from PCI/USB2 , but it didn't work .

Any suggestions ??
