Your USB 2.0 drivers may be corrupt. Do other USB 2.0 devices run slowly?

How long have you been using it - how full is it - does it need Defragging?

If it's FAT32 it will take a loooong time to Defrag!

USB 2.0 nominally runs 40 times faster than USB 1.1. 2secs multiply by 40 = 1min 20secs. Hence as suggested sounds like USB 2.0 has corrupted and your system reverted to USB 1.1
May I suggest that for XP file system is preferably NTFS

Yes - unless you use the External HDD for tranferring 'stuff' to someone else's Computer which may be FAT32

Have you installed any new software recently? Maybe your antivirus software is scanning the drive upon access?

Try checking the drive for errors as well (right-click on the drive from within My Computer to access the tools)...
