USB drive letter problem

CPU/Ram: Xeon 2.4GHz/1.5GB

Every time a new USB device is attached to the PC, the drvie letter assigned overwrites the Network drive. Any way to change the settings such that any USB attachment can be assigned a designated drive letter?

If you attach the USB device while the PC is on, the drive letters should not change. Drive letter change happens to me when I boot up with the USB device already connected.
