USB devices cause keyboard/mouse freeze

Compaq laptop freezes mouse/keyboard anytime USB device plugged in (HD, flash drive, KVM swich). Have tried uninstalling all USB drivers in device manager and rebooting with USB root rediscovery. issue still occurs. searched forum entries for this and none have any solid answers.
XP completely up to date and other info i've found advises that reformat does not help.

To be sure it's not hardware, boot into BIOS/Setup at startup and with the KVM plugged in. If the external keyboard works at this point, it's likely a Windows problem (because you haven't even booted into Windows yet) in which case, a reformat will likely help.
You could also try booting into Safe Mode with KVM to reduce the likelihood that 3rd party drivers are not interfering just to add more confirmation.
