I do not understand your question.
Are you trying to flash the bios for some reason, or because the machine will not boot?
The error you are getting probably has NOTHING to do with "flashing the bios" and IN FACT, I would not EVER flash the bios unless you know you need to do so.
The error indicates that the machine cannot find a legitimate system disk, whether hdd, floppy or cdrom to boot from.

I don't know exactly what you mean here. At least some bios flash programs I've seen give you a file that you "run" or "execute" which MAKES a bootable floppy, you do NOT usually just "copy the files."
There are several ways to make a bootable floppy, just for startup.
If you have a '98 machine, go to Start/Run/Control Panel/ Add Remove Programs, and select the TAB marked startup disk or whatever.
If you have a X tra P utrid machine, IT SAYS you can "right click" the floppy drive icon in "My Computer" or "Explorer" and select "Format," then check the box marked "Create an MS-DOS startup disc."
I've had mixed results doing this, and it does NOT put any cdrom drivers on that disk like the startup disk from W98 does.
The other thing you can do is download one from bootdisk.com, and make it. AGAIN you do NOT just copy the downloaded file to a floppy, you download it somewhere that you know where, and when done, you "run" the file, and "make" the floppy--the little program will show you.
A couple of things you can try:
make sure your hd is detected in the bios. You may have a failed hard drive.
IF you are trying to make a DOS or 95/98 based startup disk, and IF you have X tra P utrid installed, you will NOT be able read the hdd IF you have the hdd formatted in NTFS.
Do you have any CD's? What kind? Some are bootable.
As far as I know all XP cds boot
All W98 "OEM" cd's boot.
Most "restore" cd's will boot.
