ive noticed this about 1 week ago, but my automatic updates, my avg updates, my anti spy ware updates, and pretty much all my updates are not working. ive also noticed that my firewall options aren't accessible because of an ICS connection.
My system restore is also not working, it just says "No changes have been made".

My wireless network options are also inaccessible, and i cannot change my wireless network, nor can i modify anything regarding my network. All system tools aren't working

I have no clue what happened to my computer. Will i have to format my entire hard drive, or is there an easier, cheaper, solution?

You can try Start - Run - Type - msconfig - OK - Launch System Restore.
Or
Start - Run - msconfig - OK - Click the Circle for Diagnostic startup - Apply
Follow directions. You can come back latter and click Normal Startup.
See what works in Diagnostic Startup. This also turns your System Restore off. Whe asked if you want to turn it back on latter click yes.

You may have a worm that disables your security software. Run an online virus scan; if the scan doesn't run, start in safe mode with networking and run the scan.
Here is one of many; it's a good one (imho).

Run some spyware scans as well and maybe one other online av. http://www.majorgeeks.com/page.php?...
