There is purportedly an infrastructure update to the Windows Update agent earmarked to begin end of this month & run through upcoming months. Some details about it can be found here.

Seems to me that the only thing that is being forced is the update client that every windows installation has. Whether you chose to actually use it or not is entirely up to the user. Nothing seems to have changed there at all.
If you have Updates turned off and do a manual update, the client is installed automatically. Nothing new there at all. Windows XP has been doing that for as long as I can remember.

Are you saying that if you have updates set to off and do a manual update that updates will reset to auto?

Like OTH, I updated once (after the OS install in April, 2006) and turned it off since then. Have yet to have a single problem...

You are somewhat correct, except that this WUA client update will be pushed through--without the user intervening--on machines set to "Notify me but don't download or install them" & those set to "Download updates for me but let me choose when to install them."
This shouldn't be a problem really, but we all probably remember the widespread criticism of M$' Automatic Update MO back in September of last year that had to do with automatic updates ... you just can't understate the palpable paranoia that's out there.
IMHO, it is a shame that M$ has to through this much trouble over a simple update that could potentially cut Windows Update scan time by up to 20% & allow for quicker signature updates. While XP/Vista users that have specifically opted to "Turn off automatic updates" or "Never check for updates" will not have the update pushed through automatically, others will regardless of what option they've selected.
And for those folks that have updates turned off explicitly, they will need to manually install the latest version of the Windows Update agent eventually. Unless, they do not intend to obtain any patches or signatures from M$ in the future.
