Unresponsive Display Properties

For the longest time now, I have had this annoying problem where whenever I try to get to the windows display property menu,I get absolutely no response. Whether I try by right clicking properties on the desktop or the icon in the control panel, I get the same result. I get an hourglass for about 1/10 of a second, then nothing. This started a while ago where certain tabs just wouldn't work, but now I can't access any part of the entire thing.

start > run > type regedit and press enter

In the left column navigat to the following reg. key:

[HKEY_LOCAL_MACHINE/SOFTWARE/Microsoft/Windows/CurrentVersion/Policies/System]
"NoDispCPL"=dword:00000001

Change the dword value to dword:00000000 and exit out!

I couldn't find said entry under Local Machine, but it was listed in hkey_current_user and hkey_users. In both cases however, it was already set to 0. Any other thoughts?
