Unread Mail Count

OS: Windows XP SP2
CPU/Ram: 3ghz/512mb

What exactly has to be done to get the unread mail count to be updated in the registry and for it to be shown on the Welcome screen? I've tried the Tweak ui, all it does is delete everything in the registry except the unreadmail folder. I've added all the info back in(correctly) that's suppose to be there, all permissons are correct, but it still does not update or show on the welcome screen. I'm using Outlook Express and I have read the Microsoft docs on the subject. Is there any services that might be disabled causing this?

This is one of the MS doc's I was referring to that I had read. What exactly is e-mail client?
This may be my problem
