On occasion, a file with a wavy line under it appears on my desktop. I delete it since I don't know what it is, and empty recycle bin. It stays gone for a month or so and reapppears. May have something to do with a power surge? Occurs on both computers. Any ideas?

I have the same problem. Posted the question here and found out that it is a Windows Update bug. I think most people have it but it doens't always show on the desktop (on my other computer it is in the windows directory). There was no resolution to it. Might as well leave it there, just move it out of the way so you cant see it easily and leave it. Like you say it reappears when you've deleted it.

Just delete the file - it appears when you add a new address to your outlook e-mail. It won't hurt anything if you just drag it to the recycle bin and delete.
