Unknown Admin P.W./Bios set HHD

I bought two laptop computers from an Estate Sale. The computers are setup with an Administrator Account with an Admin Password. Also, each has a User Account without a password. I suppose, the Bios are set to boot from HHD since the WinXP Pro install cd is not detected during boot. I cannot get into the Bios to change boot order due to my not being the Administrator. I cannot run the Winnit.exe from the I356 Folder due to needing the Admin rights. The computer will not allow me to run a Repair install. I tried using "control userpasswords2" from within the User Account but that also needs the Admin rights. The command NUSRMGR.CPL doesn't allow usage. either. I have written various Batch Files to remove the Administrator Password. None of those are allow without the Admin Password. The Bat files work perfect with WinXP installed on Fat32 Partition but not with NTFS without rights. I download ICP it also needs the admin password. Also, cannot run Safe MOde or Command Prompt without password.
Is there a Registry code that could be used to change the Registry?
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Winlogon. Or any other setting that may need changing?

Does anyone know a way to bypass/remove the Administrator logon password? I have a new WinXP Pro Cd and do not mind doing a new install if needed.

Windows Safe-Mode login screen has another
"Administrator" login.

Never have heard BIOS requiring Admin.

"I cannot get into the Bios to change boot order due to my not being the Administrator." What does Admin rights have to do with entering the BIOS. Unless you have a BIOS password set up you should have access to the BIOS and should be able to set the boot order. Once in the BIOS set the boot order, then do a repair install and you should be fine. Below is a Web Site you should read.

The computer had a BIOS Password. I found the password in a Users File. I reformatted and Installed WinXP. Works Great.
