Have you tried going to IE View, Toolbars and deselect the MSN toolbar?

I don't use this toolbar but does it have any options that you can adjust to not view all new windows as a popup?

Go into Add/Remove Programs, Windows Components and remove Msn Explorer completely as it serves no real good purpose....
