Deleting the files does not clear the program(s) from the register and does not unregister them. In some cases the files can't even be deleted because windows is protecting them. Best thing to do if you don't know your way around the registry, is get a third party uninstall program that will analize all parts of the program and delete all parts of it.
You can do a search for such a program on any freeware/shareware site. I like to use www.download.com

Go to your add and remove programs. Start>Control Panel>Add and Remove programs. Scroll down and see it the program is listed. If not, you can use system restore if this program was installed recently, and there is not any software that you have added since you installed the program you want to remove. If you delete the program files of the program you want to remove, make sure you leave them in your recycle bin encase your computer starts to malfunction so you will be able to restore the deleted files.

You should check the Windows register, and delete it from there.
HKEY_LOCAL_MACHINE\SOFTWARE
and you could investigate what is not working over there. If you want you could delete the program from there.
