Uninstall Download manager?

CNET Download manager has found it's way onto my computer. When I try to uninstall it through the standard uninstall process, nothing happens. Well, something happens. It freezes my control panel. Do I need this program? If not, how do I get rid of it? Thanks in advace.

Try doing what you want to do in Windows Safe-Mode. No programs running there.
Hold down F8 during boot.
