unicode insert?

before i reformatted, i was able to click to rename a file and then right click inside the text box to get the option to insert unicode characters. after reformatting, the option isn't there. i installed all the Windows updates and still nothing. i've no idea how i even got that option but i figured it was just part of the operating system. any ideas on if a add-on, program or whatnot applied that? it's extremely useful!
