Unexplained item on toolbar

What is MS_WebcheckMonitor? It popped up on my toolbar and I have no idea where it came from.

MS_WebcheckMonitor has something to do with Internet Explorer. MS_WebcheckMonitor is a hidden window, run by explorer's thread and handled by webcheck.dll - It is used for handling our IEOffline favorites.
There is an option which can be used to turn off this offline service and i think that this is the best option to use at the moment. Please open internet explorer and click on the Tools tab at the top of the screen. In the drop down box click on Internet Options and from that window that pops up click on the Advanced tab. Then please uncheck the "Enable offline items to be synchronized on a schedule" tickbox - it should be visible near the top. This should turn that service off.
If this does not work try this
Start - Run - type "cmd" (no ") - "regsvr32 /u WEBCHECK.DLL /x" (no ").
Restart to see if still there. I

Thanks for your response, however, there is no "Enable offline items to be sychronized on a schedule" item on the Advanced tab for the Internet Options Tools on my computer. I typed in the command you gave at the Run box, it took me to the C prompt in DOS.
Webcheck.dll is still in the system32 folder in my computer and I am still getting the mysteriou pop-up folder on my tool bar.
Any other suggestions?

Sorry, should have asked what version of IE are you running?
When you got the command prompt did you type "regsvr32 /u WEBCHECK.DLL /x" (no ")?
