Leave it alone!
I have the same folder, and I JUST reinstalled XP, so evidently it's supposed to be there!

If you had a Xerox scanner, that folder would be populated, it's Microsoft tying in with other brand names, I guess Xerox sell a lot of scanners in the US?
It's part of the Xp installation and is a protected folder, you can delete it, but it will only come back, leave it alone.
When the "You have files waiting to be burnt" balloon pops up, click on it. In the window that pops up click on "File", then on "Delete temporary files".
