Unable to view desktop icons & Task mgr disab

Specs: Windows XP
Dear Experts,

I have an issue with my home PC, after system boot, I'm unable to see any desktop icons. It just shows wall paper, no right click option, no task bar and when I press Ctrl+Alt+Del system shows error message "Task manager disabled by administrator".
I tried to run the system in safe mode, there exist a Desktop folder on my desktop which can't be deleted and also Task manager disabled. I can't able to check contents of other hard drives like D, E etc.. I ran Chkdsk utility, however issue still persist. I manually deleted Disable task manager in Regedit but when I restart the PC in safe mode still I couldn't able to access Task manager.
I formatted my C drive and installed XP again however issue still persist.
Please assist me in fixing up the issue..

Another fix is un-quarintene explorer in Spydoctor.
