Unable to use pop mail

Hi,
Since I have moved to the Middle East, I'm unable to use my pop3 account. I have used even the DNS codes but the 'test account settings' in Outlook states that the server is found but no answer. Verify port and SSL info correct etc.

I'm using standard port settings 110/25 but I have to dial-up using a proxy server via port 3128. I suspect that my pop server is blocked by my ISP but on the other hand this is strange since outlook reports that he is able to find the server. If the proxy and corrsponding port are the problem, any ideas how to solve this ?

The whole thing worked when I lived in the UK so password/username are correct
