Unable to save downloaded files

I am experiencing difficulty in downloading a file to my computer. I obtain the box that allows me to select either to save it to my computer or open the file from it's origin. Once selecting "save", I get a message that I can't perform this because of restrictions on my computer. I am attached to NO network and am the only one using my computer.

OK I know this sounds crazy but go into control panel under user accounts and create a new account called Administrator and then through that account give yourself administrative rights. Then delete the adiministrator account so it don't show up on the boot screen.
