I'm unable to run REGEDIT on my computer. Whenever I type this in, a message is being shown saying "REGEDIT is disabled by the administrator" and my computer is getting restarted automatically. why is this happening when I am myself the administrator?

Make sure you boot in to Safe Mode to use Remove Restrictions Tool (RRT). Just click on the buttons and it'll do it's job.

Considering this problem and your Folder Options problem, you may need to try running a Repair Setup of XP, which may fix both problems, and others.
Do you have a regular XP CD for this computer?

It would be a good idea to check your hard drive with manufacturer's diagnostics first.

You can make the required floppy or floppies, or a bootable CD, on someone elses computer.An XP Repair Setup will not harm your existing Windows installation, but it can only fix things Windows detects as wrong, and/or replace corrupted or missing Windows files that are on your original XP CD. In the case of drastically changed hardware, it will set Windows to the new hardware situation.
If running it doesn't cure enough of your problems and/or the problems are caused by things not on the original Windows CD, you will probably have to make a clean install of Windows from scratch.
You will need a Windows CD of the same version as the one of your Windows installation, and the Product Key, preferably the one that was used to install it, but it can be one for the same version as the one of your Windows installation.How to do an XP Repair Setup, step by step:
http://www.windowsreinstall.com/win...If your Windows CD did not have SP1 or SP2 included, and you updated to SP1 or SP2, you may have to install that again to get SP1 or SP2 working properly again. SP1 or later is required for USB 2.0 and hard drives larger than 137gb (manufacturer's size; 128gb in Windows and most bioses)
If you have installed Windows from scratch, or if you have made major changes such as changing your mboard and have run a Repair Setup, you must load the drivers for your mboard, particularly the main chipset drivers, so that Windows has all the proper drivers for and information about your mboard, after Setup has finished.
If you're not sure if that was done, it does no harm to load the main chipset drivers again even if they are already present, and you don't have to un-install existing main chipset drivers first. If the main chipset drivers are not in the downloads for your mboard modeol or system, which is sometimes the case, go to the web site of the maker of the chipset to get them.
Or in your case, if you have the CD that comes with the mboard, load the drivers from that.
