The following msg is appearing when trying to open any program, control panel functions even when trying to open msconfig from run

"Windows cannot access the specified device, path, or file. You may not have the appropriate permission to access the item"

and the programs don't open ????

if I go to safe mode then I can open the programs. but if I return to normal mode I face the same problem

is that problem with security ?? I don't know and I hope you help me Thanks

It seems your user profile is the problem. When you start in safe mode go into the control panel and change the settings for your user profile.

I think so ... but what parameters do I have to chage ... I noticed users in my computer are >>> administrator and windows user >> the second is my user and both type are administrator .. and I wan't able to delete them ??
I don't know what to do know ??
