Unable to register DNS - XP-sp2

I am having register xp workstation on our domain DNS, from the client end, i tried to register workstation on DNS via cmd, it showed error: Registration of DNS records failed: The RPC server is unavailable

Does anyone has this issue before? where to troubleshoot the problem? However, if I use Windows 2000 workstation, it registered successfully on Domain DNS without error. So I beleive it must sth happen disabled on XP-sp2

I finally resolved the issue by enabling DHCP services. Now, here another challenging problem, how do I write a VB script to deploy all of 500 PCs to start DHCP service or GPO? any idea?
