unable to open network connections

I am having a problem with adding a HP laptop running XP Pro to a network.
laptop was disconnected from network for a day or so,worked fine up until then.
I now need to set up a new network connection on a new LAN.


When I browse to the network connections folder, it fails to open.
I cannot see any of the old connections.


Error message reads as follows
' unable to open network connections folder '.

Also when I browse to the Administrative Tools, I cannot open/launch any of these.
If i try and lauch them from the start run command, I get the same error.

Windows cannot open this .msc file.

I have run all spyware and virus checkers I know of.

Can anyone shed any light on this issue.
