Unable to login after reboot Win XP

Specs: Windows XP
After reboot, I am unable to login to win xp. The computer sits at a blue screen with the mouse visible on screen and responsive to movement. The Ctrl+alt+del prompt never appears. I tried to hard boot the computer, including unplugging after power-off for more than five minutes and still no results. After one of the hard boots, got a blue screen of death (stop: 0x00000051) but resolved it by performing another hard boot-still unable to login. I do not have an install disk to perform an install-repair, and have very limited rights.

I only got the blue screen of death once. The BSoD is no longer an issue.
