unable to install printer thru net

Don't use the wizard. Start the install with the CD and it should search for online printers.

the printers are on a network so ussually to install we either go directly to the print server. but for this printer it has to be installed by using add printer. but use the following port is blank and create a new port is blank. The only thing that has changed is that sp3 has been installed after 500+ users this is the only instance i have seen regarding this issue

If it's a network printer, you don't select a port. Select Network printer, then proceed through the wizard. If you know the path of the printer (server\sharename) type that in the middle box after selecting that radio button.
Or, are you trying to add a printer using a TCP/IP port?

i'm trying to add the printer thru the tcp/ip port but that option "create a new port" is greyed out plus the option above to use the following port is blank.

This is a long-shot but might there be a GPO preventing you from adding local printers?

everyone here has the same gpo unless part of a different group. the gpo is administered thru a script.
