Specs: No OS installed
Unable to format hard drive I:. Have deleted all files, but drive still shows 22.9Gb full, but Windows Explorer will not show files - just empty.

Is it a separate drive or a partition on a drive? From the size, I'm assuming it's a partition.

What happens when you try to format that partition? Any error messages?

whether there are files or not does not matter to format.

You could just be seeing the recycle bin contents for that drive.

how are you trying to format i:?

did you uncheck do not show hidden files in folder options?
