Unable to drag and drop items

I can't seem to drag and drop any icons or shortcuts or folders at all. When I click hold on the icon and try to move it, it does not do anything but select the icon. I edited the registry before this happened in order to remove the RPC expoilt, but only fiddled with one file that did not obviously affect explorer...How do I enable drag and drop again?
