Unable to delete a file

OS: windows xp home
CPU/Ram: 1300/intel celeron/256mb

I have a problem with a file I have on my computer. I am trying to delete a video file but it keeps saying that it is being used by some other program but there is no other program using it not that I am aware of anyway. I have tried everything but cannot delete it. Could you please help me.

Google to MoveOnBoot. It dels the file before XP loads.

You can also go into "safe mode" and delete it there. Assuming it's not a critical system file.
