Ensure Simple File Sharing is enabled (My Computer > Tools > Folder Options > 'View' Tab > end of the list) in both the computer you are using and the computer you plan to share with. Navigate to the folders that are to be shared and right click > Sharing and Security > enable sharing of the particular file/folder.
Does any of this help?

Check windows firewall and make sure the exceptions tab has file and printer sharing checked. If not windows firewall, temporarily disable any firewall and see if you can access them.

Make sure you can ping that PC that shares folder, if not something is blocking or there is network problem. You can type \\<other-PC-IP> in address bar of IE or file explorer in order to access other PC.
