Two computers networked, 1 connects

my 1ghz p3 is where the modem plugs in via usb. the network card i have installed is hooked to the 433 celeron network card via a crossover cable all running at 100 megabit. My cable internet is 3mbps. When I do a speed test, the 1ghz machine that connects to the internet gets about 2.2 mbps. the 433 celeron machine that connects to the internet thru the 1ghz p3 machine gets over 3 mbps all day. I run the same test, right after eachother and these results are consistant. Even when the 433 celeron machine is disconnected. Any ideas what I can change?
