Two Administrators, folder permissions xp

I have two Administrator accounts on my computer, with different programs installed on each, but I can't run any programs installed on the other account without taking ownership while using the account that it was not installed on. These Programs are not installed in the Program Files folder. Is there a way I can make the Files available to both users without having to change Ownership back and forth?

You give ownership not to the individual, but to the group the individuals belong to. In this case the Administrators group.

That way all members of the Administrators group will have access..

You should never run a system as admin. Make limited users and install programs that install to all users.
