TV-Out Isnt Working

hey all, i have a dell inpiron notebook 5160 with a tv-out socket. i connect the socket up to my tele via a scart, all correctly i believe. but when i switch the computer on, after powering up the tv, nothing gets displayed on the tv. when i right click, properties, settings, and then try to extend the desktop to the second montior, after ticking the box and applying, the settings just go back to how they were before. i hope this makes sense, and any ideas will be greatly appreciated.

Have you read you Dell instruction Guide? There is a function key which you press to transfer output to the TV. It has been so long since I have used mine, I don't remember which key and they may have changed it since my Inspiron is fairly old now.
