You may have to go into the BIOS & re-arrange the boot order. Make sure the CD is listed before the HDD, save & exit. When you reboot, watch for the "press any key to boot from CD..." prompt, if you miss it, the system will continue on & try to boot off the HDD. If you have a SATA HDD, there are other steps you'll need to take.

I've done all of that. Nothing. I recently had a virus so had to swap my drive that was working in another pc, which is why I need to get windows reloaded. So,In the meantime I reformatted my hard drive on another pc and now it says:
PXE-E61: Media test failure, check cable
PXE-M0F: Exiting Intel Boot Agent

NTLDR is missing
Press Ctrl+Alt+Del to restart

Im stumped.

The drive is not being recognized in bios.

The system is trying to do a network boot as a last resort after failing to find any other bootable medium. Check your cables to CDROM and harddrive and re-check the BIOS boot order. Is the drive IDE or SATA?
