Trouble Sharing an External HD

I have an external hd that is shared. However, if the drive is unpluged and i restart my computer, the drive is no longer shared.
My question is...how do i share this external hard drive permanently, so i can unplug my external HD and be able to restart my computer without the worry of my external HD not being shared?

I don't think you can. If you are simply unplugging the USB cable you risk data loss. If you disconnect properly you then lose the drive letter assignments.

I should have mentioned that i turn the drive off with the power switch.

That is still the wrong way to disconnect the drive. You should have an Icon in the tray that you use to properly disconnect. Then shut off the power.
