For all (i think) pctv owners and cards like this.
I have one pctv and it didn't work also, but now is working.
How? The question is "Why?".Four letters --> ACPI
At least ACPI & PCTV don't work for me.
The card demands one NOT shared IRQ.
And this is what ACPI does, share IRQ with other devices.
Assigning one IRQ in BIOS just for PCTV didn't work also, so I reinstalled winXP with ACPI Disabled in BIOS and now works great.
If you have WinXP installed with ACPI enabled, don't disable it or you will have serious hangups, since XP will have to reconfigure all hardware again, if you change ACPI PC to Standard PC its the same.
Save all your data and reinstall, its the only way.

I had tried the PCTV card a while ago and had little success with it. Currently I am using ATI AIW 7500 and although it is good for saving files as MPG which I convert to DivX later, I would like better quality.
I don't like encoding to uncompressed avi cause I don't have the space and even if I did, I would not like to do it this way.
ATI is fussy about what formats to let you record with, many have their setitngs greyed out and although there are some workarounds, I feel it could be better.
Any recommendations or personal preferences?
