Here's what the Activity Log says about it:
The compressed file Belt.exe within C:\Documents and Settings\Owner\Local Settings\Temp\Belt.cab is infected with the download trojan virus - unable to repair or quarantine.
I installed "The Cleaner" in hopes of getting rid of the trojan, but after updating it and scanning - the trojan is sti<nobr><a class="iAs" style="border-bottom:darkgreen 1px solid;text-decoration:underline;color:darkgreen;background-color:transparent;" href="http://itxt.vibrantmedia.com/al.asp?ipid=7&cc=us&cf=1&ai=3590473&di=118694&ts=20031117083408" target="_blank" oncontextmenu="return false;" onmouseover="kwE(event,118694);" onmouseout="kwL(event);" onmousemove="kwM(118694);">ll there.</nobr>
I have Microsoft Windows XP Home Edition 2002 Service Pack 1 - with IE6

Looks like a page hi-jacker is on her pc.

Download HiJackThis Once there, click download on the right of the page, then look for the Mirror 1 link.

One reason might be if you can't quarantine is because the virus is in memory!!! Do
Alt+Ctrl+Del to get TASK MANAGER. Under processes check and see if belt.exe is running in any of the processes. If it is, I suggest, you get rid of it by selecting belt.exe and clicking on END PROCESS. Then scan with Norton Antivirus again or try deleting it manually...
Another thing would be to go to Symantec Security ResponseWebsite and check the virus name or go to
