Startup the system in safemode and turn off all startup items.

0. Click on the "Start" button and select "Run".
1. Type "msconfig" and click on the "OK" button or press the "Enter" key.
2. Select the "Startup" tab over on the right side.
3. Click on the "Disable All" button in the lower right corner of the screen.
4. Click on the "Apply" button and then click on "OK".
5. Click "YES" to restart the computer.
When you reach the Desktop, you may receive a message saying "you have used the "System Configuration Utility" to make changes to your system....", you get this message, simply place a checkmark in a box on the lower left side titled, "Do not show me this message again" and click on the "OK" button. Usually you need items like:

ScanRegistry
TaskMonitor
SystemTray
LoadPowerProfile

Now for troubleshooting purposes, go ahead and disable all the startup tems. If you are able to loadup windows normally let us know.

My sig is on sabbatical.

With the posted information , it looks like you have a Problem with your Video Card.
If someone has worked inside the PC doing hardware changes prior to the onset of this symptom of BIOS beep and booting into Safe Mode and failure to boot to Normal mode, that suspicion for a poorly seated or damaged Videocard is higher.

You can try to Reseat the Video Card and reinstall its driver and see if the symptoms goes away. If it persists try a different Video Card that is suitable for your Motherboard and WinXP Home you have.
