Tray icon problem

Specs: Windows XP, TL-58 1.89GHz / 1.37 GB RAM
I am having a problem with the Windows task tray. Often times when I click on an icon to use it, it activates the program next to it instead, and it isn't until my second try that it finally activates the program I was pointing at. Why does this happen, and how do I fix it? Thanks.

My 'guess' is that you are accidently moving the cursor after you click and before you release. That selects the wrong place. I do that sometimes when I'm in a hurry.

I thought someone would suspect this, but I am quite certain that the cursor is over the program I am intending to start. Otherwise, I wouldn't notice that it keeps happening on my TX1300 but not on either of my other 2 computers.
