What is the best way to transfer data from one hard drive to another and the new drive being able to boot and to continue using the same o/s Win XP? Western Digital utilities? Do they work well?

Windows XP has a file data transfer wizard this should work unless your trying to bring over programs.

Try Norton Ghost to copy the hard drive in its entirety

Also look at the COPY COMMANDER software, very easy and reasonibly priced
