Doesn't the recovery disc have the OS on it? If so, you'll have to contact Toshiba about that.

Recovery CD's are specific for your make/model to make sure only one copy of Windows goes to each machine. If Toshiba won't send you another, you get to go buy another copy os WIndows somewhere to be legal.
