Help, I've had this problem for a while now but I do not know how to fix it!!
I have a Toshiba Laptop (either Portege model 7200 or model 7220 I forgot) running Windows XP pro edition.
Everytime I boot up my laptop from hibernation or from when I turned it off, my external cd drive will turn on for a little bit and spin the CD inside, but then it will turn off again about 10 seconds after it turns on.
I think it is still on but it wont detect any discs I put in it, it just spins them for a little bit then quits :(
Also sometimes (not all the time) a little bubble pops up in my taskbar telling me that windows has found new hardware (ARC ATAPI), so I click it.
When the found new hardware screen comes up it asks me if I want to install the software for ARC ATAPI. I click next and windows searches for the software but doesn't find it so software installation fails :(
I would like to have my external CD drive to work on my laptop but I dont know any other way to fix it, the external drive came with the laptop so I have no CD for the external CD drive.
Any suggestions?

Toshiba is bad about makeing you use their drives. Is yours a Toshiba drive or another brand? Ive seen this occur on their tablets

The CD drive is NW24XCD (just google it) So I guess it is a Toshiba Drive.
And I finally got home to view the exact model my laptop is a Portege 7020CT and the external CD drive is NW24XCD.

I am still having this problem with my external CD DRIVE!! :(
