how do i turn off the stupid tool tip that clings to my cursor everywhere it goes. I've unchecked the box in folder options but am still getting them. If the solution is a registry edit then please tell me how to back it up properly first as i have never done a backup.

numnutz:
You might be able to turn off the tool tips by getting a copy of TweakUI (do a Google search). This would not require a registry edit.
Here's how to back up the registry:
Backing up the Registry
IMPORTANT: Before beginning to edit the registry be sure to back it up. This will safeguard your Windows installation. You can recover your Windows configuration by restoring the backup if something goes wrong.
Backup the RegistryClick on the Start button.
Click on Run.
Type in REGEDIT then click the OK button. The Registry Editor will then appear.
Click on the Registry pull-down menu then click on Export Registry File.
The Export Registry File dialog box will then appear. The top of this dialog box contains an option entitled Save In. Make sure 'Desktop' is selected for the Save In option. If it is not, click the pull-down arrow and select 'Desktop' from the list.
In the File Name field type 'Backup' (without the quotation marks).
In the Export Range group box make sure 'All' is selected.
Click on the Save button.
NOTE: If you need to restore the Registry you can double click on the backup file you created and it will be restored. Once you have finished using the registry editor and are certain everything is working properly it is important to delete the 'backup' file you created. Do this by right clicking on the Backup file on the desktop then left clicking on Delete from the pop-up menu that appears. This will ensure that the old registry is not accidentally restored once you are finished.
When editing the registry, always back it up. 8-)

numnutz, Go to the link below and under the letter "T" scroll down to "How To: Turn off Tooltips" where you'll find both a manual registry edit and an automatic fix you can download "Disable Balloon Tips or Disable All (Row 11)". Choose the "Disable Ballon Tips" download and run it.

Ok, my sister downloaded Netscape and don't know if that had anything to do with it but, when she hovers over an icon the tool tip popps up but it is empty. Is there a way to get the tips back in the box? For some reason this sounds silly but it is upsetting her. Thank you.
I don't get a logon screen I am the only user. Do I need winlogon.exe in my running tasks? Can I get rid of it? How? Or can I end task? Thanks
