I would ask why you want to stop the HTTP service in the first place?

If it's just to stop users accessing the internet then set static IP addresses and no DNS Servers.

HTTP is a way to talk to a (normally) remote computer that has a HTTP server program running. You can't stop HTTP locally as such.

Pull the network plug works well.

Other applications can in fact use the HTTP (just text really) to access a server so you ccan't just remove a browser.

I guess you could put a hosts file in that re-directs all www trafic to 127.0.0.1

"Best Practices", Event viewer, host file, perfmon, are in my top 10
