Time-based permissions

I'd like to set permissions on an executable file based on the time - so a program can only be run before 6pm, for example, but not after.

One way to do this is to set up a batch script on statup that checks the time every time someone logs in, and two more scheduled batch scripts to run at 6pm and midnight. But this is a very ugly solution, and something I'd like to avoid.
