time stopping after shutdown

CPU/Ram: Pentium 4 / 128 MB SDRAM

My computer is run by windows xp. For the last two weeks, the time that is displayed at system shutdown is the same as the one displayed at the next startup. But once windows starts, the time displayed in the system tray runs normally. If the CMOS battery is dead, how come the operating system is being loaded successfully. What could be causing the time to stop after system shutdown assuming the CMOS battery is still alive?

The clock automatically logs onto a server & resets the time.

Double click on time ( bottom r/h side of screen )

Click on > Internet Time.
