The System Idle Process isn't a real process. In practical terms it is simply a measurement of CPU time that is not being used. A high number is a good thing. Whatever may be causing your problem, this isn't it.
As LMiller stated, high is good. As an example, I just checked running processes and my System idle is at 98%. Look at the other running processes for the culprit.
Your problem is that you don't have enough Memory (RAM) to run
Windows XP. That was fine when it was new, but with 3 servcie packs,
you need at least 1 GB of RAM to run Windows XP. I have 2 GB of RAM
