The temporary internet files folder can be accessed by either of the following. Right click on internet explorer go to properties, then under general tab you can delete cookies and temp internet files from there. haven't found the folder anywhere yet

Use Interet Explorer/ Tools/ Internet Options/ Settings, etc.

Set all users to the same temp folder. Limit the days the folder is held, size of the folder.

Routinely empty this folder (and/ or Cookies, History, etc) using TWEAKUI.
