When searching thru temp. internet files to see where someone has been, I know what last accessed and last checked means, but does the date of "last modified" mean when the website was last changed using my computer, or can it refer to a change of the website from any computer? Thanks,

When the web server sends you a file, sometimes it'll include a "Last-Modified" header that tells the browser when the file was last changed on the server. Obviously, the change would have to be made by someone who has access to upload the file in question, but it's not tied to changes from any particular person or computer -- it often just reflects the "last modified" time of the actual file on the server. The time also doesn't have to be honest or accurate (some sites/servers/pages like to always send the current time to prevent caching problems), or even disclosed at all.
That date/time is what the "Last Modified" column refers to, and also why some files say "None" -- the server probably didn't send a Last-Modified header for those files.
