Click Start, go to control panel select Network and internet connections, select network connections, right click on the connection you want to edit, select properties, hilite Internet protocol (TCP/Ip) Select properties, and there you go.

They're in the registry but Download TCP optimiser and it will show you all the settings in an easy to read place. You can make changes to them or let the program do it for you. Just put your speed in the slider bar and press optimise. You can get it here
